Update DP ST STM32F4xx (0565/106) - PLLR Bitfield and Systemclock Overdrive now supported

The PLLR Bitfeld is available in new STM32F410xx /STM32F446xx/ STM32F469xx/ STM32F479xx/STM32F412Zx/STM32F412Vx/STM32F412Rx/STM32F412Cx/STM32F413xx/STM32F423xx devices. The STM-HAL cubeSuitef4 v1.24 HAL-Layer is now being used and allows for the Systemclock (PLL) to use the "Overdrive"-Function to run the Systemclock with 180MHz. (instead of max. 168MHz with the STM32F407).
